Installing a 3rd seat in the front of a Chevy Cargo Van? - cargo van seats

I did try a 2001 Chevy cargo van and that a 3rd Place before installing it. Here are my two questions about the procedure:

1. Is it safe?
2. Who knows how and where can I add the brackets and safety?
